Since 9/11, the role of the National Guard and Reserve has changed considerably, and these noncareer military personnel contribute to national defense efforts at a level five times greater than before the attacks. Forty percent of the soldiers who fought in Iraq and Afghanistan were reservists. The National Guard is now an operational force rather than a strategic reserve.

Before deploying, reservists must get medical clearance to make sure all troops are physically and mentally ready to serve. Because the guard and reserve were called up quickly in unprecedented numbers to fight in Afghanistan and Iraq, the process was cobbled together quickly, largely by using private contractors, and critics say it's hurt troop readiness rates.
